The Vault of Amber rides the line between a secretive organization and a movement. They currently try to salvage and gather all of the most dangerous weapons and technologies from the war wrecks on the planet and lock them away somewhere hidden so no one can use them to do more damage.
There is at least some sort of connection between them and members of Dituri Reclamation, as it was Dituri who connected John to the Vault of Amber.
